BZA Beat—Kupperman et al. will open an outdoor pool-bar on old Freret over the objections of neighbors. “Sunnies Restaurant” wants an adults-only pool — like the Drifter, only not like the Drifter… And so a large contingent of neighbors lost their zoning appeal against Zach Kupperman, who was supported only by Zach Smith and CNO—which seems to be the same thing these days… HNON says to ZK: “You’re bad…”

Town of Carrollton Watch had two BZA appeals on the agenda: (1) 7534 Jeannette (BZA 057-24); and (2) 2831 Calhoun (BZA 058-24). In both matters we were unable to convince the BZA that DSP should observe the law—and therefore concede that “historical use of a bedroom” per CZO Art. 18.30.B.1.a does not apply to unfinished basement spaces or a demolished family room. DSP lied; and BZA let them—with the result that more investors are making more money off of our neighborhoods. A third docket, 7000-7002 Jeannette (BZA 063-24)—a Small Multi-Family Affording housing development that supposedly contains an affordable housing unit—has been deferred until November 18.

The meeting was hosted by Zach Smith Consulting & Design for ZD 093-24, which introduces an “amendment to the text of the Comprehensive Zoning Ordinance to create ‘Ice Manufacturing and Vending Machines’ as principal and accessory uses in all non-residential zoning districts except for the HU-B1A Historic Urban Neighborhood Business District.” (This is the reintroduction of ZD 048-24, which was withdrawn by the City Council on August 22.)
